Claimed as world's most rigorously controlled euthanasia law. Scotland Parliament works on similar bill. Joins countries like Canada, USA, Belgium, Switzerland, Netherlands, Australia with legal euthanasia. Replaces High Court judge approval with expert panel. Leadbeater says opposition maintains cruel status quo. Dignity in Dying calls it breakthrough for choice and dignity.
