A confluence of many factors that individually could have been controllable, but acted at one point in time, and then a domino effect - such were the causes of the blackout that paralyzed Spain and Portugal on Monday, indicated Henryk Kocot, Ph.D., of the Silesian University of Technology, in an interview with PAP.
