New capacity in metallurgy continues to increase, although from the position of the European Union the opposite is true. The Union is losing the most production, and new capacity is being built primarily in Asia. From the point of view of the Union's climate policy, this is a shot in the foot, because outside the EU steel production has a larger carbon footprint.
